There is a delicate balance between acceptable and too high alcohol content. If the alcohol content is too high then it 
may evaporate too rapidly to be effective.
For the minimum amount of alcohol, as noted by the CDC, at least 60% alcohol content by volume is needed to be able to sufficiently kill COVID-19. Many “off brands” are below or barely meet the minimum and the major brands are usually close to only 70%.
